POSITION: Manager, Human Resources Administration      
 
LOCATION: BHS Corporate – Gardena, CA
 
Overview: The Manager of Human Resources (HR) Human overseers the human resources department, and the functions and tasks being carried out by the HR team.
 
Role and Responsibilities:
  • Reviews actions including hires, promotions, disciplinary actions and terminations proposed by supervisory staff.  Consults with supervisors regarding such actions.
  • Develops/updates forms as well as the forms appendix, employee handbook and other relevant HR/employee related documentation to accompany the human resources policies & procedures manual.  Provides input into the development and maintenance of policies.
  • Advise supervisors of need for updated information.
  • Monitors EEO compliance and ensure preparation of all reports.  Assures compliance with Immigration Reform and Control Act (IRCA). 
  • Responds to requests for information from the Department of Fair Employment, other regulatory agencies and other agencies or individuals.  Monitors verbal and written release of information to such agencies by staff.
  • Maintains records, investigates, and recommends position and actions to management regarding complaints of discrimination.  Represents BHS at hearings with governmental agencies regarding employee actions.
  • Manages the process of unemployment claims, guides the answers to claim inquiries, and assists staff in preparing for hearings.
  • Assists all levels of staff in problem resolution. Identifies human resources problems and seeks solutions.  Participates in the employee problem solving procedure.
  • Administers employee benefit plans and workers’ compensation.  Owns the BHS safety program, including the injury & illness prevention plan and exposure control plan.
  • Coordinates and conducts new employee orientation and other trainings as appropriate.
  • Assists hiring supervisors with recruiting of exempt and non-exempt personnel. Manages the posting of job announcements, advertisements and other recruiting methods.  Assures that all open positions are posted internally as specified by policy.  Reviews hiring decisions prior to a formal offer of employment.
  • Manages the process of sign-ups, pre-employment health screening/drug screen urinalysis for prospective employees, as well as other pre-employment processes. 
  • Manages the administration of leave of absence program.
  • Provides leadership and serves as a positive role model to staff.
  • Supervises, trains and orients human resources staff and volunteers.
  • Attends trainings to update job skills and promote development, and arranges for staff to do the same.
  • In connection with staff supervised directly: Recommends human resources actions such as hire, discharge, warning and disciplinary actions. Takes part in and documents any actions taken.  Prepares performance evaluations.
  • Represents BHS well in all contacts.  Maintains cultural sensitivity at all times.
  • Maintains familiarity with BHS policies and procedures and other applicable regulations.  Performs job duties accordingly.
  • Attends meetings and participates in committees as assigned.
  • Other work as assigned.
 
Required Knowledge, Skills and Abilities:
  • Bachelor’s Degree in related field.
  • 10 year’s progressively responsible HR Generalist experience.
  • Strong employee relations background, including all facets of the investigation process.
  • Knowledge of staffing/recruiting practices and processes.
  • Knowledge of wage and hour law.
  • Experience in managing staff.
  • Ability to juggle multiple tasks.
  • Critical thought process; ability to question why something is being done.
  • Solution oriented and proactive approach to employee challenges.
  • Ability to maintain tactful discretion, confidentiality and compliance.
  • Strong verbal and written communication skills to establish and maintain effective working relationship with all levels of staff.
  • Proficiency in Microsoft Office suite, specifically Word and Excel.
  • Ability to work effectively with peers in a team situation.
  • Ability to convey respect for cultural and lifestyle diversities of all when interacting on behalf of the agency, recognizing personal biases working with diverse populations. 
  • Proficiency in HR Systems use.
 
Desired Knowledge, Skills and Abilities:
  • Small company HR experience a plus.
  • Experience in implementing new HR systems.
  • Change management experience.
  • Experience in managing projects.
 
Physical Demands:
·While performing the duties of this job, the employee is regularly required to stand, sit, talk, hear and use hands and fingers to operate a computer and telephone keyboard reach.
·Light to moderate lifting is occasionally required (up to 25 lbs.)
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to travel locally if needed.
  • Occasionally bend, sit, stoop, and stretch
  • Occasionally lift and carry up to 25 pounds
 
Work Environment:
  • Moderate noise  (i.e. office with computers, printers, phone, light traffic)
  • Professional office environment.
